Even more alarming, 115,000 of these vehicles are under strict “Do Not Drive” warnings, indicating a high risk of catastrophic failure or injury if they remain on the road. In Los Angeles alone, more than 250,000 vehicles have outstanding recall notices, contributing to significant public safety concerns in one of the nation’s most congested regions. “A recall is not an option; it is a vital safety measure to protect lives,” stated Stephanie Dougherty, Director of the California Office of Traffic Safety (OTS), highlighting the gravity of the situation.

The crisis is exacerbated by a “safety blind spot” involving used car transactions and marginalized communities. Kimberlee Vaye, Assistant Director and Equity Officer of the New Motor Vehicle Board, emphasized that digital accessibility and language barriers remain significant hurdles. Many secondary market buyers are unaware of existing recalls, and non-English speaking drivers often miss critical safety notifications. To bridge this gap, authorities are intensifying multilingual outreach in languages like Korean and Spanish. All recall-related repairs are provided free of charge by authorized dealers, regardless of warranty status or ownership history, ensuring that financial barriers do not stand in the way of public safety.
